Before Platting in Hays County: Organize the First Questions
Early project coordination starts with a clear description of the land, the proposed change, and the decisions that have to be made. A mailing address or a promising concept is only part of that picture.
Describe the proposal in plain language.
Write down what is changing: a proposed division, a different use, a new improvement, or a question about an existing lot. Add the current stage, the decision needed next, and the records available. This is the starting brief for the owner, consultants, and reviewing offices.
Hays County's Development Process page distinguishes a preliminary plan from later platting steps. Use the current county process and checklist to frame the conversation, then confirm how they apply to the proposed work.
Confirm who reviews which part.
Ask the relevant city and county offices to confirm the applicable jurisdiction and review path for the specific tract. Where ETJ questions arise, keep boundary evidence, effective dates, and any applicable agreements with the project record.
Do not carry forward an old jurisdiction assumption simply because it appeared in a prior map or article. Questions about the legal effect of a release, agreement, or prior approval should be resolved with the appropriate authority and legal adviser.
Separate the work into understandable decisions.
Property record
Gather the survey, recorded plat if any, title materials, and prior approvals or correspondence.
Services & access
Identify the proposed water, wastewater, and access arrangements and what confirmation is still needed.
Review path
Keep a dated checklist of required submittals, responsible parties, open comments, and the next decision.
Give coordination a clear scope.
For a solo consultancy, useful representation means an agreed role, direct communication, and a maintained record of open items. Separate FCG's coordination responsibilities from the work of outside surveyors, designers, utility providers, and reviewing agencies.
A concise decision log can be more useful than a folder of disconnected emails: record the question, source, responsible person, next action, and what remains unresolved. The goal is to make the next step understandable, without promising an approval or a schedule.
